This is to give notice that the Town of Ponce De Leon has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection to determine the potential affect that the activity in the floodplain and/or wetland will have on the environment. The activity is funded by the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program under CDBG Agreement No. 22DB-OP-02-42-02-N25.
The proposed project includes Construction will be undertaken in the 100year floodplain and/or wetlands. The Town of Ponce De Leon is interested in alternatives and public perceptions of possible adverse impacts that could result from the project as well as potential mitigation measures. Proposed improvements include improvements to the Town's Emergency Pumping System as well as Water Treatment and Wastewater Treatment Facility Electrical improvements, and Water and Wastewater System Telemetry improvements Emergency Pumping System Improvements include, but are not limited to, improvements to the emergency pumping system, piping, valves, instrumentation, and other associated improvements. Water Treatment and Wastewater Treatment Facility Electrical Improvements include, but are not limited to, grounding improvements, surge suppression devices, and associated lighting protection improvements. Water and Wastewater System Telemetry Improvements include, but are not limited to, telemetry improvements to the water treatment facility, wastewater treatment facility, and collection system so that the Recipient can proactively respond to alarm conditions as they arise.
Portions of the project located within a special flood hazard area and/or wetland includes:
Relay Station No. 3 at the intersection of Government St and Cherry StRelay Station No. 4 at the end of Magnolia St.Relay Station No. 5 located West of Park Dr along US Highway 81Relay Station No. 6 located southeast of the intersection of US 90 and Ponce De Leon Springs RdRelay Station No. 8 located north of Mayo Ln along Ponce De Leon Springs RdPump Station No. 1 located south of the railroad and at the end of Main Street between Ponce De Leon Springs Rd and FL-81Pump Station No. 2 located adjacent to Town HallPump Station No. 3 located south of 2881 FL-81, Ponce De Leon, FL 32455 next to Mill CreekWell No. 1 located along Blue Creek Rd next to 1567 Blue Creek Rd
All facilities are currently in-place and operational. Although the meter replacement project is not currently designed the anticipated footprint of potentially affected wetlands could be up to 25 acres. Although the relay station improvements and meter replacement project is not currently designed the anticipated footprint of potentially affected 100 year floodplains could be up to 25 acres.
The Town of Ponce De Leon has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values Alternative 1 includes the acquisition of additional land and the construction of new pump stations and wells at a significant increase in price. Therefore, this alternative was considered not practical. Apart from alternative 1 and the no-action alternative, it has been determined that no other practicable alternatives exist other than to proceed with the work is available. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
As the proposed improvements will be constructed using a stormwater pollution prevention plan, it is determined the proposed project will not negatively affect natural or beneficial floodplain values and surface waters in the area.
Additional agencies involved in this project include the Florida Department of Economic Opportunity and the U.S. Department of Housing and Urban Development.
